1. | The proposed development would, by reason of its design and excessive number of window openings, constitute an incongruous and visually intrusive form of development in the streetscene harmful to the character and appearance of the host property and visual amenity of the surrounding area contrary to Policy 26 of the Havering Local Plan, the Residential Extensions and Alterations Supplementary Planning Document, Policy D4 of the London Plan and the guidance in the National Planning Policy Framework 2023. |
