1.The annex, by reason of its bulk, scale, massing, height and proximity to the shared boundaries, appears as an overly dominant, incongruous and visually intrusive feature in the rear garden environment and is therefore harmful to the character and appearance of the surrounding area, contrary to Local Plan Policies 7 and 26 and the Residential Extensions and Alterations Supplementary Planning Document.
2.The annex, by reason of its bulk, scale, massing, height and proximity to the shared boundaries, would be visually intrusive and has the potential to appear overbearing when viewed from the gardens of the neighbouring occupiers at nos. 26 and 28 Hood Road and would also cause overlooking and loss of privacy to the occupiers of no. 26 Hood Road, all of which would be detrimental to the amenity of these surrounding neighbours, contrary to Local Plan Policy 7 and the Residential Extensions and Alterations Supplementary Planning Document
3.The annex would have the capability of functioning as a self-contained residential unit in the rear garden environment, something which would result in additional comings and goings associated with an independent use of a building and result in unacceptable impacts upon the amenities of the adjoining neighbours. This undermines the ancillary nature of the annexe and conflicts with Policies 7 and 26 of the Local Plan and the Residential Extensions and Alterations Supplementary Planning Document.
4.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason for it was given to the agent Gary Martin via e-mail on 01/10/2025.
