1.The proposal would result in a third residential dwelling within the original plot of No. 54 Faircross Avenue, leading to overdevelopment of a constrained site. In addition, the detached typology is incongruous with the surrounding pattern of semi-detached and terraced housing, and the layout would appear visually intrusive and fragmented, particularly on this prominent corner plot to the detriment of the visual amenity of the locality. The development is contrary to Policies 7 and 26 of the Havering Local Plan (2021) and NPPF 2024.
2.The proposed two-storey detached dwelling, by reason of its height, massing, and proximity (approximately 12 metres) to the rear elevations of Nos. 52 and 54 Faircross Avenue, would result in an overbearing and visually intrusive form of development. It would cause a harmful impact on outlook, create a sense of enclosure, and appear as a dominant feature within the rear garden environment of neighbouring properties, contrary to Policy 7 of the Local Plan (2021) and NPPF 2024.
3.The application fails to provide adequate ecological information to assess the impact of demolishing the existing building. In the absence of a Preliminary Ecological Appraisal, the presence of protected species, such as bats, cannot be ruled out. The proposal is therefore contrary to Policy 30 of the Havering Local Plan (2021) and NPPF (2024).
