| 1. | The proposed boundary enclosure, by reason of its height, extent and scale, would be a visually intrusive and incongruous form of development, out of keeping with the prevailing character of development locally and harmful to the current open aspect and character of the wider streetscene. As a result, the proposed development contradicts the Havering Local Plan (adopted 2021), the London Plan (2021), and the Residential Extensions and Alterations Supplementary Planning Document (2011). |
| 2. | In the absence of sufficient information to show adequate visibility splays to and from the site the proposal, by reason of the height and siting of the boundary enclosure, is considered to present an unacceptable risk to pedestrian safety, contrary to Policy 24 of the Havering Local Plan Adopted November 2021, Section 10 of the Residential Extensions and Alterations Supplementary Planning Document Adopted 2011 and Section 153 of the Highways Act 1980. |
| 3. | Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy a decision was made on the application, which will enable the applicant to exercise a right of appeal if they so wish. |
