| 1. | The proposal would, by reason of the upper floor lounge area abutting the neighbouring bedroom at No.28 Melton Gardens, the failure to provide amenity space for the occupants of the upper floor flat and the failure to comply with parking standards, be contrary to Policy DC4 of the London Borough of Havering's' LDF Core Strategy and Development Control Policies DPD 2008, and therefore is not supported in principal. |
| 2. | The proposal would, by reason of the limit levels of light and outlook within the habitable rooms of the ground floor unit and failure to provide amenity space for the occupants of the first floor flat, give rise to poor standards of accommodation, to the detriment of the living conditions of future occupiers. The proposal is therefore contrary to Policy 3.5 of The London Plan, Policies DC4 and DC61 of the London Borough of Havering's' LDF Core Strategy and Development Control Policies DPD 2008. |
| 3. | The proposal, by reason of the inadequate on site car parking provision, would result in unacceptable overspill onto the adjoining roads and conflict with pedestrians and highway users, to the detriment of highway safety and residential amenity, contrary to Policies DC32 and DC33 of the London Borough of Havering's' LDF Core Strategy and Development Control Policies DPD 2008. |
| 4. | The proposal would result in an increase of noise and disturbance at the property, causing harm to neighbouring residential amenity and adversely effecting the living conditions of adjacent occupiers, contrary to Policy DC61 of the London Borough of Havering's' LDF Core Strategy and Development Control Policies DPD 2008. |
| 5. | The proposal would fail to provide a minimum of one family unit of 3 or more bedrooms, would have less than 120 sq m of original floor space, the proposed living area of the upper floor unit would abut the neighbouring bedroom at No.28 Melton Gardens and would fail to comply with parking standards set out in Policy 24, therefore the principal of the proposal would not adhere with (ii) (iv) (vi) of Section 7.7 (Policy 9) of Havering Local Plan 2016-2031 (Proposed submission version). |
| 6. | The application has failed to demonstrate sufficient cycle storage facilities for the proposed use of the site and as such fails to promote or encourage sustainable modes of transport to the detriment of the users, contrary to Policy DC35 of the London Borough of Havering's' LDF Core Strategy and Development Control Policies DPD 2008. |
