| 1. | The proposed layout of the development would be inadequate resulting in substandard accommodation for future residents through a complicated arrangement of rooms that would result in a lack of privacy and amenity for occupiers, and the lack of provision of built-in storage. As a result, the development is contrary to Policies DC61 of the London Borough of Havering's LDF Core Strategy and Development Control Policies DPD, the DCLG Technical Housing Standards March 2015, the Housing Standards Minor Alterations to the London Plan, Policy 3.5 of the London Plan and the Housing SPG 2016. |
| 2. | The internal layout would be likely to lead to an unacceptable noise and general disturbance to the attached neighbouring property No. 35 Rosewood Avenue. The proposal is therefore contrary to Policies DC4 and DC61 of the London Borough of Havering's LDF Core Strategy and Development Control Policies DPD 2008, and the National Planning Policy Framework 2018. |
| 3. | The proposed development would, by reason of the inadequate provision of amenity space for the first and second floor flat, result in a cramped over-development of the site to the detriment of future occupiers and the character of the surrounding area contrary to DC61 of the London Borough of Havering's LDF Core Strategy and Development Control Policies DPD 2008, and the Residential Design Supplementary Planning Document. |
| 4. | Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to David Harmon via email on 10th June 2019. |
