1.The site is within the area identified in the Core Strategy and Development Control Policies Development Plan Document as Metropolitan Green Belt. The Core Strategy and Development Control Policies Development Plan Document states that in order to achieve the purposes of the Metropolitan Green Belt it is essential to retain and protect the existing rural character of the area so allocated and new development, including changes of use, will only be permitted in exceptional circumstances. In accordance with the National Planning Policy Framework, development involving change of use of the land is inappropriate development. The continued use as proposed has a adverse impact on the openess and character of this Green Belt site. Since the granting of temporary planning permission, or as part of this application, no suitable improvements to landscaping, boundary treatment, and appearance of the permanent buildings been carried out or proposed and as such there are insufficient very special circumstances to outweight the in principle harm through inappropriateness. The proposal is therefore contrary to Policy DC45 of the Development Control Policies Development Plan Document and the NPPF.
