1.The proposed front extension and connection of the garage to the main dwelling, including the replacement of the garage door with a bay window, would appear unsympathetic and harmful to the site's architectural significance. Additionally, the proposed rooflights would be visible from the public realm and are not in keeping with the character of the Conservation Area. The proposal would also be detrimental to the wider Gidea Park Conservation Area, to which the application dwelling and other dwellings constructed for the 1910-1911 Gidea Park Exhibition make a significant contribution in terms of their architectural and historical value. Therefore, the development would therefore fail to preserve or enhance the heritage asset, contrary to the Heritage SPD (2011), and the Gidea Park Conservation Area Character Appraisal and Management Proposals, Policies 26 and 28 of the Havering Local Plan (adopted 2021), Policy HC1 of the London Plan (2021), and the NPPF (2021).
2.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy a decision was made on the application, which will enable the applicant to exercise a right of appeal if they so wish.
