1.The proposed pitched roof over the existing garage and front porch to the front of the dwelling would, by reason of its height, bulk and mass, appear as an unacceptably dominant and visually intrusive feature in the street scene harmful to the appearance of the surrounding area by disrupting the visual rhythm and by being out of character along this section of Dunster Crescent, Hornchurch contrary to Policy 26 of the Havering Local Plan, D4 of the London Plan and the Residential Extensions and Alterations Supplementary Planning Document.
2.The proposed development would, by reason of the inadequate on site car parking provision, result in unacceptable overspill onto the adjoining roads to the detriment of highway safety and residential amenity, contrary to the aims and objectives of the Residential Extensions and Alterations Supplementary Planning Document, Policy 24 of the Havering Local Plan and Policy T6.1 of the London Plan.
3.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to Mr Ellis (Agent) by e-mail on 10-11-23.
