1.The proposed enlargement of the crossover would fail to safeguard the safety and comfort of pedestrians and cyclists and would be detrimental to traffic safety and increase road danger on this high speed dual carriageway. The proposals would result in an overprovision of on-site parking and increase car dominance contrary to policy DC33 of the Local Development Framework Development Control, policy 24 of the Havering Draft Local Plan, London Plan policies T1, T2, T6 and T6.1 and paragraph 104 of the NPPF (2021).
2.In the absence of sufficient information it has not been demonstrated that the proposed dwellings would achieve a minimum floor to ceiling height of 2.5m for at least 75 per cent of their gross internal area and would fail to provide a good standard of accommodation for future occupiers contrary to London Plan policy D6.
3.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to the agent in writing 04-08-2021.
4.In the event that this application is allowed through the appeals process the proposals would be liable for the following CIL contributions: The proposals would incur a Mayoral CIL contribution of £2,320 at a rate of £20 per sqm (116m² x 20). The proposal is also liable for the Havering Community Infrastructure Levy (HCIL), which has a charging rate of £125 per square metre of net additional floor space in Zone A. The Havering Community Infrastructure Levy contribution would equate to £14,500. Each contribution would be subject to indexation.
