1.The proposed boundary wall, railings and gates would, by reason of the positioning and close proximity to the front boundary of the site, fail to provide the required visibility splays of 2.1 metres by 2.1 metres on either side of the two proposed access gates, which would be detrimental to pedestrian safety contrary to Policies DC32 and DC61 of the LDF Core Strategy and Development Control Policies Plan Document.
2.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: In accordance with para 186-187 of the National Planning Policy Framework 2012, improvements required to make the proposal acceptable were negotiated with the agent Brian Dagworthy via email on 15 June 2016. The revisions involved the inclusion of two pedestrian visibility splays to the front of the two gateways. The applicant declined to make the suggested revisions.
