| 1. | The proposed development, by reason of the relationship of the ground floor flat with the access arrnagements for the other units, the insufficient headroom and habitable floor space for the upper floor flats and the lack of any direct access to outdoor amenity space for the upper floor flats, gives rise to a substandard form of residential accommodation which would fail to provide acceptable living standards for future occupiers, contrary to Policies 7 and 9 of the Havering Local Plan 2016-2031, Policy D6 of the London Plan and the objectives of the National Planning Policy Framework, in particular National decision-making Policy L2.which requires development make provision for acceptable living standards for residents. |
| 2. | The proposal, by reason of the creation of three separate households within a modest terraced dwelling, would result in an over-intensive and incongruous form of development that would be out of keeping with the established character of the area, which is characterised by single dwelling-houses occupied at proportionate levels. The resulting intensity of occupation would give rise to excessive levels of activity, comings and goings, noise and disturbance beyond those reasonably associated with the lawful use of the property as a single dwelling-house, causing harm to the living conditions of neighbouring occupiers. The development is therefore contrary to Policies 7, 9, 26 and 34 of the Havering Local Plan 2016-2031, Policy D14 of the London Plan and paragraph L2(d)(ii) of the National Planning Policy Framework. |
| 3. | Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to the agent in writing 6 October 2026. |
| 4. | The proposal, if granted planning permission on appeal, would be liable for the Mayor of London and Havering Community Infrastructure Levy (CIL). Based upon the information supplied with the application, the Mayoral CIL payable would be £2,076 based on the calculation of £25.00 per square metre and the Havering Community Infrastructure Levy (HCIL) would be a charge of £10,380 based on calculation of £125 per square metre. Each would be subject to indexation.
