| 1. | The submitted drawings seeking approval under Condition 2 (Approved Plans) incorporate retrospective alterations to the front and rear dormer windows which depart from the scheme approved under [P0845.23] and have previously been refused planning permission by the Local Planning Authority. By reason of their excessive scale, bulk, width, and boxy projection, the front and rear dormers as depicted on the submitted plans dominate the host roof slope, failing to read as subservient features. The inclusion of these unauthorised and visual harmful roof features results in an overly dominant and top-heavy development that harms the architectural integrity of the host dwelling and the visual amenity of the surrounding street scene. The proposal is therefore contrary to Policy 26 of the Havering Local Plan, Policy D3 of the London Plan, the Havering Residential Extensions and Alterations Supplementary Planning Document, and the design principles of the National Planning Policy Framework. |
| 2. | Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, it was necessary to issue a decision as close to the statutory timeframe as possible as opposed to seeking amendments which would have significantly delayed the application. |
| 3. | The applicant is advised that the alteration from ground-floor bay windows to flush windows is considered acceptable in design terms. However, because the submitted drawings also include unauthorised and previously refused dormer extensions, the overall application could not be approved. To resolve the ground-floor window position, a fresh application should be submitted accompanied by drawings that accurately reflect the 2023 approved roof/dormer arrangement (or an otherwise acceptable, policy-compliant roof design). |
