1.The development to which this permission relates must be commenced not later than three years from the date of this permission. Reason:- To comply with the requirements of Section 91 of the Town and Country Planning Act 1990 (as amended by Section 51 of the Planning and Compulsory Purchase Act 2004).
2.The proposed development hereby approved shall be constructed in accordance with the materials detailed under the Materials section of the application form and the SD Architects Design and Access Statement - REV A, 2690, 3-11 Station Lane, Hornchurch, Essex, RM12 6JL, dated July 2025 unless otherwise agreed in writing by the Local Planning Authority. Reason: To ensure that the appearance of the proposed development will harmonise with the character of the surrounding area.
3.In conjunction with condition 2 above, the proposed brick facade shall be constructed with Terrabricks Widley Antique brick slips - TR-TB006-WBA. The brick slip system shall be supplied by Terrabricks and the brick slip support system shall be supplied by Cladmate. The brick slips shall be installed using Cladmate's profile and support rail system and shall be mechanically fixed using Cadmate's MF Support System in accordance with the agent's email dated 19th September 2025. Reason: To ensure that the appearance of the proposed development will harmonise with the character of the surrounding area.
4.The development hereby permitted shall not be carried out otherwise than in complete accordance with the approved plans (as set out on page one of this decision notice). Reason:- For the avoidance of doubt and to ensure that the development is carried out as approved.
5.The ground floor units shall not be used for the purposes hereby permitted other than between the hours of 07:00 and 23:00 Monday to Saturday, 09:00 to 21:00 on Sundays and Bank or Public Holidays without the prior consent in writing of the Local Planning Authority. Reason:- To enable the Local Planning Authority to retain control in the interests of amenity.
6.Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) (England) Order 2015, (as amended), the premises 3-11 Station Lane, Hornchurch, shall only be used for Class E (Commercial, Business, Service) purposes. Reason:- In the interests of amenity and to enable the Local Planning Authority to retain control over future development.
7.All building operations in connection with the construction of external walls, roof, and foundations; site excavation or other external site works; works involving the use of plant or machinery; the erection of scaffolding; the delivery of materials; the removal of materials and spoil from the site, and the playing of amplified music shall only take place between the hours of 8.00am and 6.00pm Monday to Friday, and between 8.00am and 1.00pm on Saturdays and not at all on Sundays and Bank Holidays/Public Holidays. Reason:- To protect residential amenity.
8.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: In accordance with paragraph 38 of the National Planning Policy Framework, improvements required to make the proposal acceptable were negotiated with Spatial Design Architects via email on 18th and 26th September 2025 and on the telephone on 15th January 2026. The revisions involved providing further information regarding car parking, details of materials and the proposed hours of use. The amendments were subsequently submitted on 19th September 2025 and 15th January 2026.
9.The applicant is reminded that the commercial units and offices should put in place a suitable contract for the collection of commercial waste from the site.
