1.The external seating area would, by reason of its siting and size, significantly increase the levels of activity at the site and encourage people to congregate outside, which would exacerbate the existing impacts of the premises, particularly levels of noise, disturbance and anti-social behaviour and intensify the use of the site, which would be materially harmful to the amenity of adjacent occupiers contrary to Policy DC61 of the LDF Core Strategy DPD and the LDF Development Control Policies Development Plan Document.
2.The proposed development would, by reason of its siting, size and layout, obstruct safe and convenient pedestrian movement harmful to highway safety, contrary to Policy DC34 of the Development Control Policies Development Plan Document.
3.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to Mr Firat via email on 10th December 2018.
