1.The proposed two-storey side, by reason of its excessive scale, bulk, depth and siting in close proximity to the shared boundary with the adjoining residential properties at no.14 and no.16 Spey Way, would result in an unacceptably dominant and overbearing form of development when viewed from neighbouring habitable rooms and private amenity areas. The development would create an undue sense of enclosure and would result in material harm to the living conditions enjoyed by occupiers of the adjoining properties through loss of outlook and an increased perception of visual intrusion. The proposal is therefore contrary to Policies 7 and 26 of the Havering Local Plan 2021, Policy D6 of the London Plan 2021 and the objectives of the National Planning Policy Framework which seek to secure a high standard of amenity for existing and future occupiers and the Residential Extensions and Alterations Supplementary Planning Document.
