1.The proposal, by reason of the likely extent of site coverage, scale, height of the development in relation to neighbouring buildings (both existing and proposed) would be likely to result in a cramped, overdevelopment of the site, which relates poorly to the character of the surrounding area and the aims of the emerging Romford Urban Strategy and would not achieve the high design quality required to justify the density of development proposed, contrary to the provisions of IPG for Housing Density, PPG3 and the London Plan
2.The proposal, by reason of its likely scale, height and bulk and proximity to the boundaries of the site, would be likely to prejudice future development of adjoining sites, contrary to Policy ENV1 of the Havering Unitary Development Plan.
3.The proposed residential use of the site may be at risk of flooding. No measures to reduce or prevent the risk of flooding have been submitted with the application, contrary to the provisions of PPG25.
4.The proposal makes no provision for a contribution towards meeting the cost of providing additional school places arising from the development, contrary to the provisions of Interim Planning Guidance for Educational Needs Generated by New Housing Development
