| 1. | The proposed change of use would, by reason of its internal arrangement and the location of the proposed outdoor play area, result in an unsatisfactory relationship by way of noise and disturbance which would be to the detriment of the amenity and living conditions of neighbouring occupiers. The proposed development is therefore contrary to Policy DC61 of the LDF Core Strategy and Development Control Policies DPD. |
| 2. | The development results in the loss of a residential unit and the creation of a community facility that is not necessary to meet the specific needs of the community. The proposals is therefore unacceptable in principle and contrary to Policy DC1 of the LDF Core Strategy and Development Control Policies DPD. |
