1.The proposed development would, by reason of its excessive height, scale, bulk and mass, appear as an unacceptably dominant and visually intrusive feature in the street and rear garden scene, harmful to the character and appearance of the surrounding area, contrary to the Residential Extensions and Alterations SPD and the Hall Lane Policy Area SPD and Policies DC61 and DC69 of the LDF Core Strategy and Development Control Policies Development Plan Document.
2.The proposed development would, by reason of its excessive depth, height and position close to the boundaries of the site, be an intrusive and unneighbourly development, which would be most oppressive and give rise to an undue sense of enclosure to the detriment of residential amenity contrary to the Residential Extensions and Alterations Supplementary Planning Document and Policy DC61 of the LDF Core Strategy and Development Control Policies Development Plan Document.
3.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to Mr Wallington-Smith by e-mail on 20/7/16.
