1.It has not been demonstrated that the proposed use and scale of activity on the site which would generate a significant number of vehicles to be parked on the site would not result in a significant reduction in the openness of the Green Belt and so would conflict with its purposes, notably the encroachment on the rural/countryside. On this basis the proposal represents inappropriate development in the Green Belt which is, by definition, harmful and would adversely affect the openness and the purposes of the Green Belt. There are no very special circumstances which are considered to outweigh the harm by reason of inappropriateness and the other harm identified. The proposal is therefore contrary to Policy G2 of the London Plan and sections 12 and 13 of the NPPF
2.It has not been demonstrated that the proposed level of parking would be sufficient to accommodate the users of the site during busy periods, which would result in additional vehicles parking on the adjacent grassed areas, the access drive, or the access road of Bramble Lane. Any expansion of the hard surfacing area to provide additional parking and/or turning and/or passing places for the access drive would comprise inappropriate development resulting in a substantial reduction in the openness of the Green Belt and the increased encroachment of the countryside. The proposal is therefore contrary to policies G2 and T6 of the London Plan and section 13 of the NPPF.
3.The proposed change of use of this isolated rural site would conflict with the spatial strategy for Havering, which seeks to locate recreational uses within the urban areas which offer the best access for a wide range of people and offers opportunities for users to access the facility by sustainable methods of transport and for linked trips to be made. The proposed football pitches in this unsustainable location will result in generating a significant number of vehicle movements by private car and not sustainable means of transport contrary to policies 18 and 23 of the Local Plan, T1, T2, T6 of the London Plan and section 9 of the NPPF, which requires developments that generate significant movement should be located where the need to travel will be minimised and the use of sustainable transport modes maximised.
4.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to the agent Dan Walker via email on 9/2/2026
