1.The development to which this permission relates must be commenced not later than three years from the date of this permission. Reason:- To comply with the requirements of Section 91 of the Town and Country Planning Act 1990 (as amended by Section 51 of the Planning and Compulsory Purchase Act 2004).
2.All new external finishes shall be carried out in materials to match those of the main dwelling (approved under reference P1710.16) to the satisfaction of the Local Planning Authority. Reason:- To safeguard the appearance of the premises and the character of the immediate area, and in order that the development accords with the Development Control Policies Development Plan Document Policy DC61.
3.The development hereby permitted shall not be carried out otherwise than in complete accordance with the approved plans (as set out on page one of this decision notice). Reason:- The Local Planning Authority consider it essential that the whole of the development is carried out and that no departure whatsoever is made from the details approved, since the development would not necessarily be acceptable if partly carried out or carried out differently in any degree from the details submitted. Also, in order that the development accords with Development Control Policies Development Plan Document Policy DC61.
4.Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 the garage hereby permitted shall be made permanently available for the parking of private motor vehicles and not for any other purpose including living accommodation or any trade or business. Reason:- To provide satisfactory off-street parking at the site, and that the development accords with the Development Control Policies Development Plan Document Policy DC61
5.That the tree shown as T1 on the plan of Havering TPO 14/94 and on drawing number 16-075/04 Rev B for which consent for removal has been granted shall be replaced by a single specimen of Tilia cordata 'Rancho'. The replacement tree must on planting have a stem girth of 12-14 cm girth and the planting must be completed to be completed within the first available planting season (November to March) following the removal of the original tree. THE APPLICANT SHALL NOTIFY THE LOCAL PLANNING AUTHORITY IN WRITING WITHIN TWO MONTHS OF THE PLANTING BEING CARRIED OUT, SO THAT THE REPLACEMENT TREE CAN BE INSPECTED. Reason: In the interests of public amenity and to enable the Council to update its records.
6.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: In accordance with para 186-187 of the National Planning Policy Framework 2012, improvements required to make the proposal acceptable were negotiated with the agent in writing. The revisions involved a reduction in the proportions of the garage and alterations to the front boundary treatment access. Amended plans were subsequently received 01/11/2017, however further amendments were then provided 21/12/2017.
7.Please be aware that on planting the replacement tree will be protected by the original preservation order that applied to the tree specified as T1.
