1.With regard to the housing, the site is within the area identified in the Havering Unitary Development Plan as Metropolitan Green Belt. The Unitary Development Plan and Government Guidance as set out in Planning Policy Guidance Note 2 (Green Belts) is that in order to achieve the purposes of the Metropolitan Green Belt it is essential to retain and protect the existing rural character of the area so allocated and that new building will only be permitted outside the existing built up areas in the most exceptional circumstances. This proposal represents inappropriate development which will have an adverse impact on the open character and appearance of the Green Belt contrary to Policy GRB2 of the Havering Unitary Development Plan and PPG2.
2.The equine centre, by reason of its close proximity to residential properties, will give rise to increased noise, disturbance and smell nuisance to the detriment of amenity of the occupiers of the adjacent residential properties contrary to Policies ENV1 and GRB9 of the Havering Unitary Development Plan.
3.The equine centre and river centre, by reason of their size and scale in relation to the limited site, will represent an unacceptable intrusive element detrimental to the open character and appearance of the Green Belt contrary to Policy GRB2 of the Havering Unitary Development Plan.
4.The proposals, by reason of the increased traffic generation, will give rise to unacceptable levels of activity, noise and disturbance along the access road between Nos. 41 & 43 Frimley Avenue to the detriment of residential amenity contrary to Policy ENV1 of the Havering Unitary Development Plan.
