| 1. | The proposed layout of the development would result in some undersized bedrooms and all of the flats with insufficient internal floor space failing to meet the minimum internal floor space standards, resulting in substandard residential accommodation detrimental to the amenity of the future residents contrary to Policy 7 of the Havering Local Plan and Policy D6 of the London Plan. |
| 2. | The proposal would give rise to a poor quality living environment for future occupiers by reason of the design, layout and stacking arrangement of the development, including the poor outlook from Flats A, B, D, E and G and single aspect units (flats C and F) as well as obscure glazed windows to Flats D, E and G. The proposal would be contrary to Policies 7 and 26 of the Havering Local Plan, Policy D6 of the London Plan and the National Planning Policy Framework. |
| 3. | The proposed development would, by reason of its poor layout and the siting of the communal cycle parking, result in a poor quality living environment harmful to the amenity of future occupiers of Flats A and B, through inter-looking and loss of privacy, which demonstrates the cramped nature and overdevelopment of the site contrary to Policy 7 of the Havering Local Plan, Policy D6 of the London Plan and the National Planning Policy Framework. |
| 4. | The proposed development would result in a contrived provision of amenity space, which by reason of its poor access arrangements, layout and siting, not be good quality or particularly useable, harmful to the amenity of future occupiers of the flats and result in inter-looking and loss of privacy to Flat C, contrary to Policy 7 of the Havering Local Plan, Policy D6 of the London Plan and the National Planning Policy Framework. |
| 5. | The proposed development would, by reason of its scale, bulk, mass, siting, excessive depth and position close to the boundaries of the site, be an unneighbourly development and appear overbearing, dominant and visually intrusive in the rear garden environment and result in an undue sense of enclosure, which would be materially harmful to the amenity of neighbouring properties, including loss of outlook, overlooking and loss of privacy, particularly to No.'s 23 and 27 Glebe Road and their rear gardens, contrary to Policy 7 of the Havering Local Plan and the National Planning Policy Framework. |
| 6. | The proposed development, due to inadequate on site provision of parking spaces, would be likely to result in an undesirable increase in on-street parking to the detriment of highway safety and residential amenity contrary to Policies 7 and 24 of the Havering Local Plan, Policy T4 of the London Plan and the National Planning Policy Framework. |
| 7. | Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to Stylish Interiors & Architecture via email on 10th July 2026. |
