1.The existing timber outbuilding, by reason of its bulk and inappropriate position in the front garden, represents an incongruous feature to the streetscene of Emerson Park. Such development fails to respect the prevailing pattern of development in an Area of Special Character, contrary to Policies CP17, DC61 and DC69 of the LDF Core Strategy and Development Control Policies and Emerson Park Policy Area Supplementary Planning Document (2009), along with the Residential Extensions and Alteration Supplementary Planning Document (2011).
2.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration could not be given to seeking amendments as the principle of the existing development is deemed unacceptable. Given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to Mr Alan Robinson by email on 17th October 2017.
