1.It has not been demonstrated that the proposed change of use would provide a suitable layout for future occupants and staff, in particular in regard of matters relating to suitability and quality nor has it been considered fully how the premises might be further adapted in the future or that provision would be made for the safe and convenient storage of wheelchairs and mobility scooters. The proposal is therefore considered to be at odds in principle with the objectives of Local Plan Policy 6, specifically subsections 6(v) and 6(vii).
2.It has not been demonstrated that the proposed change of use, by virtue of its scale including proposed occupancy/levels of staffing, would not result in undue harm to the residential amenity of neighbouring occupiers through noise, disturbance and general activity arising from comings and goings and the turnover of staff and residents in a manner distinguishable from the use of the property as a single dwelling house. The proposal would therefore be contrary to Local Plan Policies 6, 7, 24, and 34, Policy H12 of the London Plan as well as the objectives of the NPPF.
3.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reasons for it was given to the agent in writing on 05/11/2025.
