1.The proposed development would, by reasons of the excessive depth, resulting bulk, height and design, form a dominant and intrusive feature detrimental to the character and visual amenity of the rear garden scene and surrounding area, as well as having an overbearing impact to the detriment of the amenity of the occupiers at no. 126 Haynes Road, contrary to Policy 26 of the Local Plan 2021 and Residential Extensions and Alterations SPD 2011.
2.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: In accordance with paragraph 38 of the National Planning Policy Framework, improvements required to make the proposal acceptable were negotiated with Mr Arvind Mevada (agent), via phone calls and emails several times. The revisions involved to check the submitted plans and amend the discrepancies. The applicant declined to make the suggested revisions.
3.The proposal, if granted planning permission on appeal, would be liable for the Mayor of London and Havering Community Infrastructure Levy (CIL). Based upon the information supplied with the application, the Mayoral CIL payable would be £2,575 based on the calculation of £25.00 per square metre and the Havering Community Infrastructure Levy (HCIL) would be a charge of £12,875 based on calculation of £125 per square metre.
