| 1. | The outbuilding would, by reason of its excessive height, bulk, length and overall scale, together with its position close to the boundaries of the site, fail to appear subservient to the main dwelling and give rise to an overbearing and visually intrusive form of development, out of scale and character with the host dwelling and rear garden environments of neighbouring properties. It would be materially harmful to the visual amenity of the surrounding area and detrimental to the amenity of neighbours, in particular the property at no.3 Beaumont Close, contrary to Policies 7 and 26 of the Havering Local Plan and Council's Residential Extensions and Alterations SPD. |
