1.The outbuilding would, by reason of its excessive height, bulk, length and overall scale, together with its position close to the boundaries of the site, fail to appear subservient to the main dwelling and give rise to an overbearing and visually intrusive form of development, out of scale and character with the host dwelling and rear garden environments of neighbouring properties. It would be materially harmful to the visual amenity of the surrounding area and detrimental to the amenity of neighbours, in particular the property at no.3 Beaumont Close, contrary to Policies 7 and 26 of the Havering Local Plan and Council's Residential Extensions and Alterations SPD.
2.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to the agent via email on 25/09/2023.
