1.The proposed front, side and rear extension through its scale, bulk, mass and design concept including detailing and roof form would form a visually intrusive and overly dominant piece of development which would be detrimental to the character of the immediate and wider street-scene and would therefore be contrary to Havering Local Plan Policies 7 and 26 and the design guidance within the Council's Residential Extensions and Alterations SPD. There would be conflict also with the NPPF which at Para 130(a) which requires development add to the overall quality of the area.
2.The proposed front side and rear extension would form a visually dominant and overbearing feature from the rear gardens and windows of surrounding properties through its unsympathetic scale, bulk and massing and proximity to shared boundaries in particular those occupiers of nos 16 and 18 Mermagen Drive and the adjoining site where a permission has been implemented. The development would form an intrusive and overbearing feature detrimental to outlook and would in the absence of evidence otherwise likely give rise to some degree of overshadowing. The development is therefore be contrary to Havering Local Plan Policies 7 and 26 and the design guidance within the Council's Residential Extensions and Alterations SPD.
3.The applicant has not demonstrated that the scale of accommodation would be proportionate to the intended use as an annexe and the development is therefore contrary to the Residential Extensions and Alterations SPD.
4.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to the agent in writing 08-09-2023.
