1.The use of the premises as a function hall, by reason of noise break-out from the building, particularly the roof area, as well as noise and disturbance from levels of activity, including patrons entering and leaving the premises, vehicles parking and manoeuvring, particularly during the evening hours of operation, is detrimental to the amenities of the occupiers of nearby residential properties, contrary to Policies 7, 13, and 16 of the Havering Local Plan, Policies D14 and S1 of the London Plan and the guidance in the National Planning Policy Framework.
2.As shown on the tracking plans, the parking area adjacent to the north east of corner of the building would, by reason of its cramped layout and siting, provide inadequate access and egress arrangements for six vehicles. In the absence of sufficient parking provision within the application site, the use of the premises as a function hall combined with its existing use as a place of worship, has resulted in increased parking congestion in surrounding streets to the detriment of highway safety and residential amenity, contrary to Policies 1 and 16 of the Havering Local Plan, Policies T4 and T6.4 of the London Plan and the guidance contained in the National Planning Policy Framework.
3.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to MZA Planning via email on 26th September 2024.
