1.The proposal would result in the loss of a residential unit and be detrimental to the high level of housing need in the Borough. The proposal is contrary to Core Strategy and Development Control (2008) Policy DC1, Draft Local Plan policy 3 and London Plan (2021) policy H8.
2.In the absence of sufficient details of the proposed Class E use and details of mitigation measures to overcome concerns regarding noise, odours and vibration the application fails to demonstrate that the proposed use would not result in a loss of amenity for the occupiers of the residential accommodation on the upper floors of neighbouring buildings contrary to Development Control Policies DC23 DC55 and DC61, Draft Local Plan policy 13 and 14 and London Plan policy D14.
3.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to the Agent by email on the 27/09/21.
