1.The proposal, by reason of the increased amounts of activity within the building and outdoor areas, together with an intensification of the residential use in such close proximity to the neighbouring property, would result in unacceptable levels of noise and disturbance to the detriment of residential amenity, specifically the occupants at No.481 Rush Green Road. The proposal is therefore contrary to Policy DC4 and DC61 of the Core Strategy and Development Control Policies DPD.
2.The proposal, by reason of the limited kitchen and communal space, limited bedroom space for occupants of Rooms 3 and 5, would not provide acceptable living conditions for all of the future occupants, to the detriment of residential amenity and contrary to Policy DC61 of the LDF Core Strategy and Development Control Policies DPD.
3.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, officers have recommended the application for refusal. Notification of the intention to refuse the application was provided by email on 12/11/2019.
