| 1. | By virtue of its scale, height, siting and proximity to the site boundaries, the proposed development would result in a dominant and overbearing development, which would adversely impact on the outlook and sense of enclosure of the existing occupiers of no. 427 Upminster Road North to the detriment of their amenity. In addition, due to the siting of the proposals and its proximity to boundaries would prejudice the future development potential of the wider site as a whole. As such, the proposal is considered unacceptable when assessed against Policies 7, 10 and 26 of the Havering Local Plan (2021), Policy D4 of the London Plan (2021), and the National Planning Policy Framework (NPPF). |
