No.Condition Text
1.By virtue of its scale, height, siting and proximity to the site boundaries, the proposed development would result in a dominant and overbearing development, which would adversely impact on the outlook and sense of enclosure of the existing occupiers of no. 427 Upminster Road North to the detriment of their amenity. In addition, due to the siting of the proposals and its proximity to boundaries would prejudice the future development potential of the wider site as a whole. As such, the proposal is considered unacceptable when assessed against Policies 7, 10 and 26 of the Havering Local Plan (2021), Policy D4 of the London Plan (2021), and the National Planning Policy Framework (NPPF).
2.Positive and Proactive Statement The Local Planning Authority has acted positively and proactively in determining this application by assessing the proposal against all material planning considerations, including planning policies and any representations which were received. It subsequently determined to grant planning permission in accordance with the National Planning Policy requirement that applications for sustainable development are approved where possible. A detailed analysis of the scheme is set out in the report on the application prepared by officers.
