1.The proposed hip to gable roof alteration would unbalance the appearance of the pair of semi-detached properties and appear as an unacceptably dominant and visually intrusive feature in the street scene harmful to the character and appearance of the host property and visual amenity of the surrounding area, contrary to Policy 7 and 26 of the Havering Local Plan 2021, the Residential Extensions and Alterations Supplementary Planning Document and Policy D1 of the London Plan 2021.
2.The proposed ground floor rear extension would, by reason of its overall depth and bulk, result in a dominant and visually intrusive feature detrimental to the character and appearance of the host property and visual amenity of the locality, as well as having an overbearing impact to the detriment of the amenity of the adjoining occupiers at No.13 & 17 Mashiters Walk contrary to Policy 26 of the Havering Local Plan 2021 and Residential Extensions and Alterations SPD 2011.
3.The proposed rear dormer would, by reason of its width, height, position and bulk appear out of scale and character with the host dwelling and be materially harmful to the visual amenity of the rear garden environment contrary to Policy7 of the local plan.
4.The outbuilding by reason of its excessive depth, bulk and mass, appears as an overly dominant, incongruous and visually intrusive feature in the rear garden environment, harmful to the appearance of the surrounding area and visual amenity of the adjoining occupiers, contrary to policy 7 of the local plan and the Residential Extensions and Alterations Supplementary Planning Document.
5.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to the agent.
