1.A change of use of Building 2 to 9 from a commercial livery yard to a mixture of Use Class E and parking is inappropriate in principle in the Green Belt and is likely to result in a more intensive commercial use, with much greater levels of activity including vehicular movements in a rural green belt site, which is not in a sustainable location and would have a greater impact on the openness of the Green Belt. No very special circumstances have been provided to outweigh the harm caused by reason of inappropriateness and visual harm to the character and openness of the Green Belt. The proposal is therefore contrary to Policies 13, 16, 19, 20 of the Havering Local Plan, Policies G2, SD6 and S1 of the London Plan and the guidance in the National Planning Policy Framework.
2.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to Mr Stephenson via email on 25th September 2023.
