1.The proposed development would, by reason of its height, bulk and mass, appear as an unacceptably dominant and visually intrusive feature to the host building and to the streetscene more generally, and would be harmful to the visual amenity of the surrounding area contrary to Policy DC61 of the LDF Core Strategy and Development Control Policies DPD, as well as policies 7.4, 7.5 and 7.6 of the London Plan 2016, policies D4 and D8 of the emerging Draft London Plan ("Intend to Publish" version December 2019), and the Residential Extensions and Alterations SPD 2008.
2.The proposed development would, by reason of its excessive depth, height and position close to the boundaries of the site, be an intrusive and unneighbourly development having an adverse effect on the amenities enjoyed by the adjacent occupiers contrary to Policy DC61 of the LDF Core Strategy and Development Control Policies DPD.
3.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, it was considered necessary and expedient to issue a decision as close to statutory timeframes as possible as required by paragraph 47 of the National Planning Policy Framework (2019).
