1.The proposed extension by reason of its positioning, excessive depth and on the shared boundary with no.111 Cowper Road, is an intrusive, overbearing and unneighbourly development has resulted in significant harm on the amenities of the adjacent occupiers resulting in an increased sense of enclosure with an overbearing impact as well as loss of outlook contrary to Policy 7 of the Havering Local Plan and the Residential Extensions and Alterations Supplementary Planning Document.
2.The proposed rear extension by reason of its large footprint and crammed positioning within the site has resulted in significant loss of amenity space for the enjoyment of the family dwelling and is inconsistent with the prevailing character of the rear garden scene, pattern of development within the street scene to the rear and detrimental to visual amenity, contrary to Policy 26 of the Local Plan 2021 and the Residential Extensions and Alterations SPD (2011).
3.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, it was necessary to issue a decision as close to the statutory timeframe as possible as opposed to seeking amendments which would have significantly delayed the application.
