1.The site is within the Metropolitan Green Belt and the proposed development would not align with any of the relevant exceptions set out at Section 13 of the NPPF. The development would encroach into previously undeveloped space which is detrimental to openness and conflicts with the purposes of including land within the Green Belt. Furthermore the site is not regarded to be Grey-Belt Land for the purposes of assessment. The site is not in a sustainable location having regard to Paragraphs 110 and 115 of the Framework and would accordingly be inappropriate development. No compelling case has been presented which would demonstrate Very Special Circumstances which would outweigh the in principle and other harm identified including harm to openness and the purposes of including land within the Green Belt. The development is contrary to the objectives of the National Planning Policy Framework and Policy G2 of the London Plan 2021.
2.The scale of the residential use and extent of development, impact on openness spatially and visually would have a detrimental effect on the green character of the locality and visual amenity more generally. The redevelopment of the site would represent an unwelcome urbanisation of an otherwise open setting. The proposals are then in conflict with the objectives of Havering Local Plan 2016-2031 Policies 11 and 26 and the National Planning Policy Framework, in particular Para 135 which requires development add to the overall quality of the area and are sympathetic to local character.
3.By way of a Planning Policy Statement (PPS) issued by the Secretary of State on 31 August 2015, intentional unauthorised development (IUD) is a material consideration that should be weighed in the determination of planning applications. Works were carried out on the site before the planning application was submitted and therefore weigh against the grant of planning permission.
4.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to the agent in writing 06-03-2026.
