1.The proposed development in particular with respect to the first floor and cumulative extensions more than doubling the width of the original house would, by reason of its positioning, scale, bulk and mass, appear as an unacceptably dominant and visually intrusive feature in the street scene harmful to the appearance of the host property and visual amenity of the surrounding area and unbalancing the pair of semi-detached houses contrary to Policies 7 and 26 of the Havering Local Plan 2016 - 2031 (Adopted November 2021).
2.The proposed first floor extension, by reason of its scale, bulk, mass, height and proximity to shared boundary of the adjoining site at no.67 Westland Avenue, would form an intrusive and overbearing feature which would result in a significant loss of outlook and an increased sense of enclosure to the detriment of the amenity of the adjoining occupiers. The development is therefore be contrary to Havering Local Plan Policies 7 and 26 and the design guidance within the Council's Residential Extensions and Alterations Supplementary Planning Document.
3.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, it was necessary to issue a decision as close to the statutory timeframe as possible as no amendment will address the policy objection.
