| 1. | The proposal would result in the net loss of a four-bedroom detached dwelling, with no replacement housing provision proposed. No exceptional circumstances to justify the loss of housing provision can be demonstrated and as a result the proposal is therefore contrary to Policy DC1 of the Core Strategy and Development Control Policies DPD. |
| 2. | The proposed change of use, by reason of the close proximity to the rear of the adjoining residential properties and intensification of activity at the site, including employees and clients entering and leaving the premises, as well as the associated vehicle movements and cars parking in close proximity to neighbouring gardens, would result in unacceptable levels of noise and disturbance to the detriment of residential amenity. The proposal is therefore contrary to Policies DC55 and DC61 of the Core Strategy and Development Control Policies DPD. |
| 3. | The proposed change of use would, by reason of the proposed level of parking, associated vehicle movements, servicing requirements, and narrow width of the entrance, intensify the use of the access onto a classified road (A118 Main Road) and create an increase in collision risk in terms of occupiers and associated traffic turning right into and out of the site across two other lanes of traffic. In addition the proposal would increase in conflict with pedestrians and cyclists using the shared-use cycle track fronting the plot. The proposal is therefore contrary to Policies DC32, DC34 & DC35 of the Core Strategy and Development Control Policies DPD. |
| 4. | Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to the agent, Mike Allen, via email, on 25/8/17. |
