1.The development to which this permission relates must be commenced not later than five years from the date of this permission. Reason:- To comply with the requirements of Section 91 of the Town and Country Planning Act 1990.
2.All new external finishes shall be carried out in materials to match those of the existing building(s) to the satisfaction of the Local Planning Authority. Reason:- To safeguard the appearance of the premises and the character of the immediate area, and in order that the development accords with the Unitary Development Plan policy ENV1.
3.The development hereby permitted shall not be carried out otherwise than in complete accordance with the approved plans, particulars and specifications. Reason:- The Local Planning Authority consider it essential that the whole of the development is carried out and that no departure whatsoever is made from the details approved, since the development would not necessarily be acceptable if partly carried out or carried out differently in any degree from the details submitted. Also, in order that the development accords with Unitary Development Plan policy ENV1.
4.Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 1995, no window or other opening (other than those shown on the submitted plan, a copy of which is attached), shall be formed in the flank wall(s) of the building(s) hereby permitted, unless specific permission under the provisions of the Town and Country Planning Act 1990 has first been sought and obtained in writing from the Local Planning Authority. Reason:- In order to ensure a satisfactory development that will not result in any loss of privacy or damage to the environment of neighbouring properties which exist or may be proposed in the future, and in order that the development accords with Unitary Development Plan policy ENV1.
5.The roof area of the extension hereby permitted shall not be used as a balcony, roof garden or similar amenity area without the grant of further specific permission from the Local Planning Authority. Reason:- In the interests of the amenity of the occupiers of neighbouring dwelling, and in order that the development accords with Unitary Development Plan policy ENV1.
6.INFORMATIVES: 1. Reason for approval: The proposed development is considered to be in accordance with the aims, objectives and provisions of Policy ENV1 and Supplementary Design Guidance, (Residential Extensions and Alterations) of the Havering Unitary Development Plan. 2. It is noted that the Council is not at present in receipt of an application for a Certificate of Lawfulness for the extensions to the roof. As such the roof developments are carried out at the applicants own risk. It is noted that in order that the works to the roof may be carried out under permitted development, the existing extension to the rear of the property should be demolished prior to start of construction. Also, should the reconstruction works in relation to the single storey rear extension hereby granted planning permission commence prior to the completion of the works to the roof carried out as permitted development, then planning permission will be required for the roof works also. This is because construction would be deemed to be taking place as a single project, exceeding permitted development tolerances overall. It should be noted that Planning Permission will not necessarily be granted for the whole scheme in this eventuality.
