1.The proposed block, by reason of its scale, bulk and massing combined with the roof design and side dormers, and its position within the streetscene, would form an overly dominant, visually awkward and incongruous appearance within this section of Pretoria Road, which would fail to maintain or enhance the character and appearance of the streetscene contrary to Policy DC61 of the Local Development Framework Development Plan Document.
2.The proposal, by reason of the proposed layout of the ground floor rear flat and the proximity of the habitable room windows to the shared rear amenity area and refuse stores/cycle stores, would result in a severe lack of privacy and a substandard living environment for the future occupiers of the flat to the detriment of residential amenity and contrary to Policy DC61 of the Local Development Framework Development Plan Document and the Residential Design SPD.
3.The proposed development would, by reason of the inadequate on site car parking provision, result in unacceptable overspill onto the adjoining roads to the detriment of highway safety and residential amenity and contrary to contrary to Policy DC33 of the Local Development Framework Development Plan Document.
4.In the absence of a legal agreement to secure contributions towards the demand for school places arising from the development, the proposal fails to satisfactorily mitigate the infrastructure impact of the development, contrary to the provisions of Policies DC29 and DC72 of the Development Control Policies DPD and Policy 8.2 of the London Plan.
5.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reasons for it was given to the agent Julian Konti of @Architect via email on 5/9/16.
6.The proposal, if granted planning permission on appeal, would be liable for the Mayor of London Community Infrastructure Levy (CIL).
