1.The proposed two storey rear extension would, by reason of its position and relationship with No.150 Hall Lane, be an intrusive and unneighbourly development which will overbear and dominate the outlook and harm the amenity of this neighbour. It therefore conflicts with the aims of the National Planning Policy Framework to secure a good standard of amenity for occupants of land and buildings, and with the advice of the Councils Residential Extension and Alteration Supplementary Planning Document and Policy DC61 of the LDF Core Strategy and Development Control Policies Development Plan Document.
2.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: In accordance with para 186-187 of the National Planning Policy Framework 2012, improvements required to make the proposal acceptable were negotiated with Mr Wallington-Smith, by Email on 23.08.2017. The revisions involved amendments to set the proposed upper floor rear extension in further from the shared neighbouring boundary. The applicant failed to make the appropriate revisions.
