1. | The proposed flat would give rise to a poor and substandard living accommodation for the future occupiers of the family unit, by reason of a lack of outdoor amenity space, an unsuitable arrangement for bin storage and by failure to demonstrate that living conditions would not be materially adversely affected by external noise and disturbance from noise arising from the A124 and nearby town centre uses, contrary to Policies 7 and 34 of the Havering Local Plan 2021 and Policy D6 of the London Plan 2021. |
