1.The proposal building would by reason of its bulk, scale, layout and potential for independent use be form an incongruous feature at the rear of the garden with its solid built form sharply in contrast with other domestic outbuildings typically found in the surrounding residential gardens and an overtly residential appearance akin to the building refuse permission under reference P0347.20. As such it would appear as an uncharacteristic intrusion into open garden space, lacking subservience and a tangible relationship with the main dwelling, being a visually disruptive addition against the pattern of the development in the local area. It would also as a result of its form be harmful to the visual amenity of adjacent occupiers thereby contrary to Policy DC61 of the LDF Core Strategy and Development Control Policies DPD and the advice given in the NPPF which states that new development should conserve and enhance local character and respect the surrounding built environment, respond to local character and add to the overall qualities of an area and the guidance contained within the Residential Extensions and Alterations SPD.
2.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to the applicant in writing 11-11-20.
3.Due to the COVID-19 pandemic and social distancing measures implemented, a site visit was not undertaken by the case officer. For the purposes of assessing the proposed development a combination of historic photographs, including those from the previous submission, street-view, relevant aerial photography and historic records including drawings were utilised.
