1. | The application would - due to the housing typology of the existing building, and the impact on the highway and road safety - fail to comply with the criteria set out in policies DC4 and DC5 of the Havering Core Strategy Development Control Policies and Development Control Document DPD 2008. As this is an inherent issue with the application site, and the explicit wording in policies DC4 and DC5, no conditions or obligations are able to overcome these policy issues, and the proposed development would be unacceptable. |
2. | The application would provide cramped, inadequately-sized and sub-standard accommodation for future occupants, and would be unacceptable when assessed against the National Planning Policy Framework 2019 [as amended], policies 3.5, 7.4, and 7.6 of the London Plan 2016 (MALP), policies CP17, DC2, DC4, DC5 and DC61 of the Havering Core Strategy and Development Control Policies DPD 2008, and the Residential Design SPD. |
3. | Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, and principle objections to the scheme, it was considered expedient to issue a decision in line with the expectations under paragraph 47 of the National Planning Policy Framework 2019 [as amended]. |
