1.The proposal would, by reason of insufficient provision of amenity space for the occupants of each of the residential units, be contrary to Policy DC4 of the London Borough of Havering's' LDF Core Strategy and Development Control Policies DPD 2008, and therefore is not supported in principle.
2.The proposal would fail to provide a minimum of one family unit of 3 or more bedrooms, therefore the principle of the proposal would not adhere with (ii) and (iii) of Section 7.7 (Policy 9) of Havering Local Plan 2016-2031 (Proposed submission version).
3.Notwithstanding Reason 1 and 2 for refusal, by reason of the insufficient amenity space proposed for each flat, adverse noise and disturbance impacts which would be experienced by the occupants of the proposed ground floor units, the limited access to light within the bedrooms of Flats 2, 3, 4 and the lack of floor space and head height within Flat 4, the proposal would result in exceptionally poor quality residential units, to the detriment of the living conditions of future occupiers. The proposal is therefore contrary to Policy 3.5 of The London Plan, Policies DC4 and DC61 of the LDF Core Strategy and Development Control Policies DPD.
4.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: The agent amended the plans to attempt to address the concerns raised with respect to the failure to comply with the technical housing standards, however the amended failed to address the reasons for refusal and given conflict with adopted planning policy, notification of intended refusal and the reasons for it was given to the agent via email on 25/10/2018.
