1.The proposed two storey rear extension by reason of its excessive depth, gabled roof form, scale, bulk and mass and the two storey front extension due to its alien design which would appear as an unacceptably dominant and visually intrusive feature in the street scene and rear garden environment harmful to the appearance of the surrounding area contrary to Policy 26 of the Havering Local Plan, Havering's Residential Extensions and Alteration and Emerson Park Policy Area Supplementary Planning Documents and Policy D4 of the London Plan.
2.The cumulative impact of the existing dwelling and the proposed two storey rear extension with its position close to the boundary of the site would be visually intrusive and dominant, creating an increased sense of enclosure and in conjunction with the harm to outlook through massing which would have an adverse effect on the amenity of adjacent occupiers at No.19 Barleycorn Way, Hornchurch contrary to the Residential Extensions and Alterations Supplementary Planning Document and Policies 7 and 26 of the Local Plan.
3.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to Mr Akram (gent) by e-mail on 20th September 2023.
