1.The proposal would result in the loss of a significant amount of retail floorspace within the retail core of Romford Town Centre without any justification to the detriment of its future vitality and viability, contrary to Policies ROM1 and ROM3 of the Havering Unitary Development Plan, Interim Planning Guidance on the Romford Urban Strategy and the Romford Area Action Plan Preferred Options Document.
2.The proposal would, due to its likely activity levels and hours and its proximity to existing residential development, be likely to result in significant harm to residential amenity contrary to Policy ENV1 of the Havering Unitary Development Plan and Policy DC61 of the Core Strategy and Development Control Policies Submission Development Plan Document.
