1.The proposed development would, by reason of its position close to the common boundary of the site with no. 9 Pretoria Road, be an intrusive and unneighbourly development that would have an adverse effect on the amenities of these adjacent neighbouring occupiers contrary to Policy 7 of the Havering Local Plan and the Residential Extensions and Alterations Supplementary Planning Document.
2.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: In accordance with paragraph 38 of the National Planning Policy Framework, improvements required to make the proposal acceptable were negotiated with the agents via email on 24/10/2025. The revisions involved increasing the degree of inset of the first floor rear element of the proposal from the unattached shared boundary to 2m. The agents declined to make the suggested revisions.
