| 1. | The removal of the existing tree and grass verge tree which benefits and help to reduce/ treat storm water for the wider public would be lost for the private benefit of a vehicle crossover. The removal of the tree and grass verge in this location would be inconsistent with TfL's own Streetscape Guidance and Sustainable Urban Drainage Guidance. The tree and grass verge are considered of importance in the streetscene and establishing the green infrastructure network along Colchester Road. In the absence of information to demonstrate that the development could occur without due impact it is considered that the development is contrary to London Mayor's Transport Strategy, London Environment Strategy, Healthy Streets Initiative and Net Positive Biodiversity, Policy 2 of the Havering Tree Strategy and Policies DC60 and DC61 of the Havering LDF Core Strategy and Development Control Policies DPD. |
| 2. | The proposed development would, by reason of its positioning egressing on the A12 and the inadequate level of manoeuvring space available, pose a safety issue for all highway users contrary to the aims and objectives of the Policies 6.11, 6.12 and 6.13 of The London Plan and Policy DC32 of the Havering LDF Core Strategy and Development Control Policies DPD |
